Independent Advisor for Disaster Risk Finance & Resilience
Viktoria is an independent advisor for disaster risk finance (DRF), -management, and resilience. Her clients and partners span regional risk pools, multilateral development banks, humanitarian organizations and NGOs, city networks, governments, and various modelling and consulting agencies. From 2022 to 2025, Viktoria served as Director of WTW’s Disaster Risk Finance Team in London, where she led the team’s work at the subsection of sovereign and humanitarian crisis finance. Her work centers on strong engagement, collaboration and capacity-building with her clients to ensure informed decision-making, needs-based instrument design and targeted strategy formulation. Key areas include comprehensive risk assessment, management and finance approaches, often with a focus on strengthening the linkages between DRF, the social sectors, water security, and economic growth strategies.
Building on over 10 years of experience, Viktoria has an in-depth understanding of the international DRF, development finance and policy landscape, having worked for various institutions including the German Federal Enterprise for Development Cooperation (GIZ), the UNFCCC Secretariat, Allianz, the Sustainable Investment Forum Germany as well as foundations and philanthropies operating in Haiti and Turkey. Prior to joining WTW, Viktoria was the Manager of the Governance, Policy and Strategy section of the Munich Climate Insurance Initiative (MCII).
Viktoria holds a B.A. in Philosophy and Economics from the University of Bayreuth, and an MSc. in International Relations with a focus on international political economy from the London School of Economics. She also is a Certified Expert for Renewable Energy and Climate Finance through the Frankfurt School of Finance and Management. Beyond DRF, her interests include community wealth building and equitable growth strategies, social innovations, and futures research.
